Abstract:
In March 1998, the prominent physicist, major organizer of Russian science, laureate of the State Prize of the Russian Federation, Professor Iosif Norairovich Sisakyan (08.03.1938 – 09.11.1995) turns 60. Most of the authors of the 17th issue had the opportunity to work and communicate with this remarkable person and scientist, and they dedicated their works, published in this issue, to this date.
